- Publisher has more tools and features relevant to, well, publishing e.g. Magazine layout tools, master pages, advanced text wrapping etc. There are a lot of crossover features, same as there is with DesignerPhoto which is a deliberate (and personally I think cool) decision by the developers e.g. You can draw vector shapes in all three packages but Designer has the better feature set for.
